Olivia Duke has won Ward 4's council seat. The City of Burlington has posted official results for the ward's race in the municipal election on Monday, Oct. 26, and they show Duke finishing 405 votes ahead of Chris Carter, the same margin as the unofficial count.

It was a straight two-way fight. Duke and Carter were the only certified candidates for Ward 4 City and Regional Councillor, so every vote in the race went to one of them, and Duke came away with a majority.

The official tally changed nothing about the outcome: the winner and the gap between the two candidates are where they stood in the unofficial count.

The job is really two jobs. Burlington's mayor and city councillors also sit on Halton Regional Council, so Ward 4's councillor speaks for the ward's residents at the region as well as at city hall. The region handles big shared services such as water and wastewater, regional roads, garbage and recycling collection, public health and social services, while the city looks after things like local roads, parks, recreation and planning.

Duke won a ward that looks slightly different from the one voters chose a councillor for last time. Minor changes to Burlington's ward boundaries were approved in May 2025 after a review of council's makeup and ward lines, and they touched Ward 4, along with Wards 1, 2 and 3. Residents unsure which ward they now live in, and so who their councillor is, can review the ward boundary changes on the City's election website.
