A proposed 25-storey tower at 1376-1382 Plains Rd. E. in Ward 2 is now listed as appealed on the City of Burlington's development page, about six weeks after the plan's Tuesday, Sept. 15 statutory public meeting, the formal session where residents get their say before a decision.

The application, filed under the name Bousfields Inc., seeks two changes. An Official Plan Amendment would alter the city's long-range blueprint for where and how Burlington grows, and a Zoning By-law Amendment would change the rules on height, density and uses for this property.

The proposed mixed-use building would rise 25 storeys, plus a mechanical penthouse, with 283 residential units above 400 square metres of ground-floor retail space. Its floor area ratio would be about 8.10 to 1, meaning its total floor space would be roughly eight times the area of the land beneath it.

Parking stands out. The plan proposes one underground level with 45 spaces and 11 more at grade, for 56 spaces in total, or about one for every five units. Drivers would get in from Plains Road East by the existing north-south laneway on the east side of the site.

Planning appeals in Ontario go to the Ontario Land Tribunal, a provincial body that holds hearings and can approve, change or reject a development application.
