Zoning for an approved asphalt plant with outdoor piles of aggregate, the sand, gravel and crushed stone that goes into paving, could take effect in Burlington as early as today, Nov. 5, without a vote by council.

The City's Director of Community Planning intends to pass a bylaw lifting the hold (By-law 2020.530) on or after that date, a city notice says. The hold is an "H" symbol a city puts on a zone to keep a use waiting until set conditions are met. Removing it lets the property's Business Corridor 2 zoning, with a site-specific rule known as Exception 547, take full effect.

The approval covers asphalt manufacturing along with the buildings and structures that go with it, as well as the open-air aggregate storage.

Council won't vote on it. Under By-law 71-2023, council handed the power to approve lifting holding zones to the planning director.
